Subject:Asian maritime scroll

Hello, Can anyone identify the artist of this wonderful large 50 1/2" x 21 1/2" maritime scroll painting? NOTE: There is hand written script on the paper label on the back of the scroll as well (see photos!). Any assistance with this query would be greatly appreciated! Thank you! David.

This is titled "Jiangnan Spring Dawn," where Jiangnan refers to the area west and southwest of Shanghai, painted by someone named Wang Shaozhong 王少忠 from Zhengzhou, Henan province, born in 1947, graduated from an art college in 1984, some similar works on view at the webpage below (http://blog.sina.com.cn/s/blog_4b843afb0100dai2.html), and an inscription on another of his pictures here (http://imgditan.cang.com/201406/06/2014060619541205030155.JPG)
