Most probably recent carving, tool marks forbidde it from being neolithic carving if that was the question, "jade" type looks like manchourian green jade (biyu,a common local type of chalcedony=good hardness), shows evidence of artificial aging by chemical treatment + polishing (blurry aspect of jade surface and black stain).

Without a clear view of the whole object it is difficult to say more.

Yes, OK I have seen your other post, it was meant to copy Shang period jade... Bronze age, but same comment.
