I believe it to be from Japan but any help on origin and age, inscription/maker is appreciated.

The vase is done in the Art Nouveau style (1890 - 1910). If the vase is well made and the decoration is hand chased with good detail then it is likely a period piece. Someone else will need to translate.

Signature reads,
正美  - Masami
Japanese metal artist
Yotsuya Masami 四谷正美 1876-1941
Graduated from the Tokyo Fine Arts School in 1902.
Was advisor to Japan Metal Engraving Society and a member of the Japan Art Association.
