Hi,
What you have there is a piece of Japanese Satsuma ware. These were really common in the second half of the nineteenth and earlier twentieth century.
I'd guess yours is 20th.
Unfortunately, I can't seem to see a signature which makes definitively attributing it to any potter impossible.
These really are tourist pieces made as either souvenirs or export. They're nice things and very decorative but that tends to be the extent of their value.
