Signature and seal read,
靑煌　-　Qīnghuáng - (Chinese), Cheong-hwang - (Korean), Seikō - (Japanese)
It is a pseudonym with the meaning "Blue glitter"
I am at my wit's end regarding the national origin of the painter.
