Have searched can not find similar signature.
Previous owner believed it to be Nagashima.
Can find very little information about him/her.
Any help would be appreciated.

Upper seal,
馬乾　-　Maquan - Probably courtesy name
Lower seal,
霍京吉　-　Huo Jingji - Surname and given name

Unidentifiable painter.

Thank you for deciphering that, I guess the former owner thinking that is was Japanese was way off
