よしお　-　Yoshio - Japanese style name written with Japanese hiragana script(Pseudonym)
Seal is not clear enough to decipher.
J.Cheng - Romanized signature

John Cheng is a contemporary Chinese artist in New York. He paints Japanese style watercolors on silk. His paintings show birds in flowering, blossomed trees.

I just checked the seal print on my smart phone and I have found a more ckear image.　It reads;
義雄　-　Yoshio - the pseudonym written with Chinese characters.
