高記算盤　　　-　Gao Ji Abacus
民國二十五年　-　25th Year of ROC (1936)

This seems to be a label or sign, perhaps for a box, stating 'Mark of Gao abacus, 25th year (1937) of the Republic of China' (Gao ji suan pan Min guo er shi wu nian - 高記算盤 民國二十五年). Gao is a surname, but in this case might mean 'above average'.
