Would someone help me reading the artist's marks and seal on this painting. Any information is greatly appreciated.

Inscription on the left upper corner,
山口県　-　Yamaguchi Prefecture

The picture depicts the official prefectural flower and fruit of Yamaguchi Prefecture, the bitter summer summer orange (natsumikan).

Seal,
The first character is too complicated beyond recognition. I reat it,
子川　- Kogawa or Negawa
