Subject:Can Anyone Read Mark On Silk Embroidery Panel Chinese Or Japanese ????

Hi,, Can anyone identify if this silk embroidery panel is Chinese or Japanese ??? it measures almost 3ft x 2ft and is framed,, there is what looks like a signature that is also embroidery any idea what it says??? Thanks.

The embroidery has a hint of Chinese about it, but the embroidered characters at the side say 'He nei' (河內), which is Chinese for the capital of Vietnam. The peacock doesn't appear to be wading, so I'm supposing Hanoi is where this work probably was done, perhaps in the early part of the 20th century before World War II or the Vietnam War.
