Looks like Soapstone carving and from the 2nd half of the 20th century.

I agree with Mark, but to be very sure, use a strong needle. Push it underneath into any spot.If it goes easy into the stone,like going in 2 or 3 mm, then indeed it is soapstone, if not, using enough pressure to make a 3-4 mm scratch. Look at that scratch, if it is black or white, let us know. .

It looks like soapstone or steatite. More pictures attached
