This Japanese mark reads:
Kutani 九谷 Hokuchindö 北珍堂 Sei 製 No 之
(Kutani Hokuchindo made this).
Date: late Meiji period (1890-1910).

I have not found any information about Hokuchindö or Hokuchin Dö.
Only another mark, see picture.

It would be nice to show us the item where this signature is on.
