In my opinion, this is a transfer-decorated Chinese ceramic blank of a quality (or lack thereof) about that of products coming out of the ornamentation workshops in Hong Kong and Macao during the third quarter of the 20th century. I couldn't find an online match to the apocryphal freehand seal script base-mark of 'Made during the Qianlong reign' (Qianlong nian zhi) anywhere else, but this one that popped up recently in the forum looks like the same stamp.
