Subject:Translation on early Japanese fan

Hi everyone,

Thank you in advance for taking the time to read this. I have recently bought a collection of fans and one has extensive calligraphy. Looking forward to hearing the translation.

I'm afraid your fan is Chinese,
Inscription reads,
筆下江山取意成 一峰未盡一峰生
憑誰試向行人問 水郭烟村第幾程
榮洲造 
Under the brush the rivers and mountains are having a sense of meaning, one peak is not finished yet but the other is born already. Who would try to ask the traveler how long is to journey to the village which is shrouded in mist.

Dear Casey,
The seal on the right top is just a starting seal, which is nothing to do with the name of the artist. The inscription starts from here.
In this case; 及静 ca., come up to quiet
The name seal are always affixed just under the signature (Left top). In this case the two seals are very smudged to read.
