It seems to be Japanese, though I could see the whole picture, I would say more confidently.
静湖　-　Seikō (Quiet lake)
(It could be even the title of the picture - if the scenery of a quiet lake itself is depicted on it)
Unfortunately, the seal is illegible to me.
I could find only one Japanese painter with this
given (art) name;
Tsuta Seikō　津田静湖　
Was active in the Taisho era - without any seal print and signature reference.
