It is Japanese,
Inscriptions,
北風さむき　冬の朝　　
水すみて　冬のゆきや山
新氷　
Kitakaze samuki, fuyu no asa
Mizu sumite, fuyu no yukiyama
Shinhyō

North wind is cold, winter morning
Water is clear, winter snowy mountains
Young (fresh) ice - Title - Left lower corner

Not signed, not dated.
The use of kanas (syllabaries) in the inscription reveals that it could have been written at the beginning of the 20th c.
