Subject:Help Identifying inscription on bronze Japanese oil rig statue

Hi,

I have this old bronze statue of an oil rig. I believe it's tied to the Japanese island oil trade.

It's quite a big and heavy thing and bares this inscription. I was wondering if anyone could help me attribute and understand it.

15th Year of Taishō era (1923) July 12
株式会社 北辰會 - Hokushinkai Co.Ltd.
Name of an oil development consortium founded in 1922 in North Sakhalin.
