The mark reads down and across from the top right either as 'Made in Guangzhou (Municipality)' (中國廣制 - Zhong guo Guang zhi) or 'Made in Guangdong (Province)'. I lean toward Guangzhou because it is the largest decorative ceramics-producing center in the province. How old the plate may be is debatable. I believe the pattern was in production during the first quarter of the 20th century if not earlier, but it may have been reissued in modern times. I found nothing on this mark with my online character search.
As to the pattern, here's the link to a forum thread from three years ago with a the same pattern on an unmarked plate and some possibly relevant implications about it.
