Subject:Eizan's woodblock with Kyoka's poem

Dear forum members!

Help translate the text Kyōka ("wild" or "mad poetry") on the fan. On the left, on the edge, is obviously the poet's name. I saw similar characters in another engraving in this series.
Everything else is known to me:
Autor – Kikugawa Eizan (菊川 英山) (1787–1867)
Title – "Fûryû kyôka bijin awase" 風流狂歌美人合 ("An elegant juxtaposition of kyôka poems and beautiful women").
Signed – Eizan hitsu (英山 筆)
Publisher – Izumi-ya Ichibei (Marks #180)
Date – 1822 year
