Here is the first two lines of the inscription,
苕嶢太華俯咸京
天外三峯削不成
......
The lofty Mt. Hua overlooks the capital Xiang(yang)
Its three peaks that stretch in the sky could not have been carved more perfectly
......
崔顥詩 行經華陰
Cui Hao's poem Passing by Hua'in County
九十叟 - Ninety years old
李灼成 - Li Zhuocheng
(Maybe I am wrong with the Zhuocheng reading -
it is very individual signature - it doesn't follow the rules of calligraphy)
The seal reads,
子德 - Zide - Pseudonym
I think it is from later Qing Dynasty era.
