Second marking reads,
喜多村 - Kitamura

cca. 1900

The first mark reads Kusube 楠部.
The mark of Sennosuke Kusube (1859-1941) or his son Yaichi Kusube (1897-1984), both renowned Kyoto style Satsuma ceramists.
Since we can not see the decorations, it's not sure who is the maker of these 2. The way the mark is written it's almost certainly Yaichi.

Definitely Yaichi Kusuke pre WW2 (1920-1940).
Same kind of decoration and same signature as on my vase and small pot, see pictures.
Notice the differance in quality.
