Subject:Identifying an art work and signature

My mother inherited an artwork from a friend whose father was an art collector. She said the friend had said it was valueable. It's on a heavy flecked paper. I can't make out the artist signature to find any solid information on the artwork. She didn't want to take it from the frame to see if there was a gallery label or sales information on the back. It has been in its frame for over 40 years.

in Cantonese reads: Fung Lin Chung
The C. could stand for an art-name
Unfortunately the seal is illegible.
