Signature and seal,
臣溥　-　Chen Pu　　-　"I" Pu (Pu is a surname)

The first character Chen 臣 is not used as surname,
also not used in art-names, pseudonyms etc.
In this case it is used as personal pronoun "I"
(formerly used by civil servants for "I")

Unidentifiable artist
