Can anyone read the signature which is on a Japanese Bronze eagle?

Reads 誠谷作 - Seiya saku (made by Seiya).

Genryusai Seiya was a Tokyo based workshop specialized in quality exotic bronze models (okimono) of animals (tigers, elephants, crocodiles, bulls etc) but also human figures and vases, made for the export market, late 19th century (middle Meiji period, ca. 1890-1900).

誠谷作 - Seiya-saku - Made by Seiya

Genryusai Seiya 源龍斉誠谷 
Master craftsman in Meiji- Taishō periods.

The mark, reading down as "Seiya Saku", "Made by Seiya", was used by prolific Meiji sculptor in bronze Genryusai Seiya. See similar marks at the following forum links or query artist's name in the forum search feature for further information.
