I can't identify this contemporary lithograph with Chinese stamps?
Does somebody know,

The upper lithographed mark reads,
傅連之印 - Seal of Fu Lian - Surname and given name ( A Chinese John Doe )

The subject is Japanese and depicts kumadori make up, which is rather related to Kabuki (not Noh).

I read the first seal as 偉連之印.

De artist's name is written in the right hand corner, 'Michel de Onate'?

Just following in Guy's footsteps if we put the seal mark(傳連之印) in Japanese context it would be,
an abbreviation of;
傳(統藝術)連(合)之印 - Den(tō geijutsu)ren(gō) no
in - Seal of the Traditional Art Federation
