I hope one of you can help me identify the maker of this piece, and give me any additional information regarding what is written.

耕晴書 - Painted by Kōsei

Shigeoka Kōsei 繁岡耕晴 1869-?
Meiji era painter、disciple of Ogata Gekkō.

Could you also tell me what is written on the left side (name of censor?)
The text at the top is "5th month", right?

Inscription on the top,
五月 - 5th Month (May)
Left side in my reading,
さとう (左登宇) - Satō with a mitsudomoe (swirl symbol) mark - could be the publisher's mark -
I couldn't find it.
