(The penultimate character is illegibly cursive,
probably "話" - conversation)
丙子閏三月　-　In the Leap March Month of the Year of the Year of Fire Rat (...1876,1936,1996)
(A closer look on the picture certainly can determine the age, ie. which 60 years cycle can it be placed in)

馬維山　-　Ma Weishan

I couldn't identify artist with the above name.
