年年有余　-　Have a surplus (of sth.) year after year

Inscriptions on the side,
碧波跳紅鯉　- Azure waves and jumping red carps
白浪翻銀魚　- White waves flip over silver fishes
Pic.3,
副統軍印　　- Seal of the Deputy Commander of United Army (Armies)

The seal imprint refers to the time of the Nationalist Army (1920-30s), but I don't think it's original. The seal specialist surely will comment on it.
