Subject:Asian painting on silk?

Hi, I was wondering what the message says on this silk watercolor or if it is a silk watercolor and what the red stamp is, I don't know much about Chinese art and was wondering about how old this is and would it have any value. Was this specific to the tourists trade? Can you tell if it was hand painted? Thanks so much for any help. Mary

From the screen it doesn't look a vintage piece.
