Subject:Chinese B/W Plate with Poem (?)

Hello.

I would be very grateful if any experts out there could provide any information regarding the origin and approximate age of this plate.
It measures about 8 inches in diameter and bears a poem(?) or inscription - a translation of which would be very much appreciated.
