The mark reads: Kutani 九谷 Itsuzan 逸山 Ga 画 (Kutani painted by Isuzan).
Mark of Hatta (or Hachida) Itsuzan, but I have no information about this painter.

九谷　逸山画　- Kutani Itsuzan-ga -
Kutani Painted by Kutani

Hatta Itsuzan 八田逸山　Year of birth and death unknown
Learned pottery from Sasada Yuzan and Ishino Ryuzan. He was one of the master craftsmen of Meiji Kutani.
