This is a contemporary Chinese transfer-decorated porcelain monteith. See the link at the end of this sentence which provides live auction information on an identically decorated monteith with a mark of 'Made for (or by) the Hall of Splendor' (Hua rong tang zhi - 華榮堂製 - also can be read literally as 'Hall of Chinese Splendor'):

The auction description incorrectly listed the bowl as 19th century. Information at the imbedded link below and other forum discussions indicates there was a 19th century Hua rong tang kiln which name has been used on modern-day Chinese decorative porcelains.
