Subject:Japanese Meiji Woodblock Painting Manual ID?

Hello, I am trying to do some detective work to identify this Woodblock painting book. I think it is Japanese, possibly late 1800's, but I cannot read the characters. I'd love any help with it, as I love the images and would love to learn more.
