Could someone help in the translation of this inscription and the porcelain's mark identification please.

Bottom mark,
官窑内造　-　Made in the Guanyao (Imperial Porcelain Kiln)
The maker cleverly used this brand name in order to increase the value of product and attract customers.
The lack of strokes in the two characters (官窑　←
官窯）　probably done intentionally to evade accidental questioning about the abuse of official mark.

Inscription on the plate,
乙未仲春月冩于昌江客次
Painted in the Mid-Spring Month of the Year of Wood-Sheep (1895) at Changjiang　as guest by
汪□谷　-　Wang 囗gu ?

Family name is Wang, but the two characters of given name are written very sloppily.

I believe the artist who signed this dish may have been Wang Xingli (汪興藜), who along with his brother Wang Zhaoli (汪照藜), painted porcelain in the Qianjiang style circa the late Qing period, in this case apparently in the Guangxu reign (1875-1908). If anything, I'm more confused by the grassy and imperfect calligraphy than I. Nagy, but believe the penultimate line indicates that Wang painted or sketched the motif at the Changjiang guest lodgings (keci - 客次). Very little seems to be known about the Wang brothers, including their birth and death dates, according to one source I found.

You are right, the rather sloppy style signature without doubts reads Wang Xingli 汪興藜
