Can anyone identify the artist, or perhaps translate the inscription on the reverse?

It is Japanese,
Inscription on the back,

昭和三十九年八月　- 39th Year of Shōwa (1964) August
長井市　宮七一　-　Nagai City、 Miya 71
寺嶋健一画　-　Painted by Terashima Kenichi

Less known artist.
I could find　his name on some domestic art exhibition lists until 2018 on net.
