Subject:Help identify Artist and Writing

Hello all!
This watercolor has a gallerist's note on the back saying it is an original painting by Yu Chung Lin.
I was wondering if anybody can confirm that this watercolor is in fact by Yu Chung Lin given the writing and chop marks on the painting.

瀛洲海淺春光去
欲向蓬山何處歸
The pale spring light has gone to the *Yingzhou Sea
They (birds) want to head toward the *Pengshan to come back some day

*Yingzhou - Fairy island - fabled abode of immortals
*Pengshan - Name of mountain on the above island

Signature,
仲磐 - Zhongpan  - Given name of artist
Upper seal,
仲磐 - Zhongpan
Unfortunately, I can't decipher the lower seal.

I couldn't find artist with the above given name.

Accordingly, the gallerist's note on the back is not correct. The famous Taiwanese painter Yu Chung Lin (Yu Zhong Lin) has written his name in Chinese;喩仲林. I checked about a dozen of his signatures and seals which were entirely different of the above ones. I think somebody could read only the first character from the upper seal, which was the same Chung (Zhong) 仲 - plus flowers and birds - and came to the conclusion.
