Would appreciate any help reading the name, seal of the artist and information about the painting (Japanese painting ?)

I think from the depicted Japanese style shrine that the artist is Japanese
不羈　-　Fuki - Unrestrained, unfettered (Artist's motto)
The left side of the seal is not clear enough to decipher. I read it　研
The whole seal could be,
研宣　-　Kensen - Unidentifiable art-name
