Subject:Help to identify Chinese personage / deity

I am wondering if anyone can tell me who this statue represents? It's in awfully bad shape with many pieces broken off and missing, as the photos show. The figure has a 'turtle back', holds a fan in one hand and used to hold a sword in the other hand (both hand and sword missing now). I have no idea how old the statue is and am pretty sure it has no value, given the state it's in. But I would really love to know who it is. Thanks in advance!
