Subject:What is this Buddhist hanging, and where to find one?

I saw this Buddhist Tara hanging in a store (not for sale) with multiple layers of necktie-shaped colorful prints plus tassels (photo below.) It's different from a normal string of prayer flags. Anyone know where I might find one for sale? I live in SO. California, and travel between Santa Barbara and L.A,
