Subject:4-armed statue on eagle

This is a four-armed buddhist god on an eagle.
I am no expert at all, so I looked on internet for similar statues. It seems that avalokiteshvara is the buddhist god with four arms, but the statue could also be Manjushri (because of the sword).

Could you help me understand what this statue represents? Would this be an item for tourists?

There is a seal attached to its arm, which I cant read, doesnt seem to be abugida script
