I can't find signature next to the seal.
The seal itself reads,
鶴皐　-　Kakusai
Most probably Iwata Kakusai 岩田鶴皐　1866-1938
Founder of Japan Calligraphy School, taught calligraphy in several teachers colleges. Has left many works.
