Subject:Black and Gilt Lacquer on Silver (?) Vase

Hello Forum Members,
I have this unusual (to me) estate sale find. It isn't cloisonne. The black and gold are painted on; there are no wires and it is not enamel. I think that it is Japanese based on the only vases I found online that were similar. However, those were bronze and the body of this vase appears to be silver. I tried to clean it a bit but I didn't want to rub too vigorously and risk losing more of the decoration.
The vase is 6 inches tall and 3 inches wide, with a 2 inch opening.
Any help is appreciated.

Can someone offer a possible translation of the characters on the base?
