Subject:Plate/Bowl with Bats?? (UNUSUAL Kiln Marks??)

Hello,
I think this plate/bowl is maybe decorated with Bats, and perhaps fish-scales around the rim on the top. It is approx 5 1/2" across.I don't really know anything about it.
The thing which intrigues me most about this piece are the holes/impressions around the foot/base.
Were these from the manufacturing process or perhaps did they have a function when the plate was in use, say, maybe for some kind of skewer display??
It's been a real puzzler!!
