Subject:Meaning of Dragon Coming to Life in Ivory Okimono

This well-carved unsigned ivory okimono, about 7-1/2" long, appears to show a dragon coming to life and walking off a carpet or scroll with a sea or air motif. I'd be grateful for suggestions as to piece's meaning or the legend on which it may have been based. Any ideas about the date or carver would also be welcomed. Thanks.
