The characters are 張子房之圖 a picture of Zhang ZiFang.

Zhang ZiFang is also known as Zhang Liang, who was a significant figure in Chinese History. A google search will reveal the whole story.

The seal appears to read WenChang - perhaps the artist's pen name.

I already hesitate
I understand 19 drawings, which are evidenced by documents arrived from Japan before 1939
In addition, in the 1980s, one of the drawings, which depicts a tortoise-minogame 蓑亀, attributed to the Chinese Qí Báishí (1864-1957), but found that it was Kiyoharu Hishikawa 菱川清春 (1820s - 1830s)
