Your bowl isn't celadon but robins egg blue. It may be a brush washer or water pot for desktop use by a scholar, although other uses are possible, since it has an unglazed base. I'd make a wild guess that the two-faced aspect signifies the He-He Twins (和合二仙 - He He Er Xian), a pair of Daoist Immortals who represent Harmony (和) and Union (合).

I have another small brush washer, about 5.2 by 3.75 inches, also in robins egg blue but sculpted as a lucky bat and fellow auspicious dragon. The beaded rims seem to suggest it might have come from the same studio as yours. Best guesstimate of period is Republic (1912-49). Pictures below.
