Subject:Painting on fabric (silk?) of Mt. Fuji with 2 stamps

Hi,
Could I get some help identifying the artist of this painting of Mt Fuji? There is a red and black stamp at the bottom right. The painting appears to be from maybe the 50's or 60's due to the style of frame and aging of the fabric. There is some writing in pencil on the back wood stretching, if that helps. The painting measures about 19x22.5 inches. Thanks ahead for any help offered.

Seal in not clear enough to decipher,

Koyanagi Sōsei 小柳創生 1906-1983
After graduating Kyoto Prefectural College of Painting studied under Tsuchida Bakusen and Hashimoto Kansetsu. In 1970 moved from Tokyo to a small island on the Ōmura Bay、close to Nagasaki where he lived until his end of life.
