Subject:Assistance with identification requested - Chinese? Shuolao? scrol

All that I know about this scroll is that its label (from Liberty in London) identified it as 19th century and Chinese. Is this correct, or is it possibly Japanese and can anyone please help me with translating the signature panel and giving me some ideas about the iconography - I think that the main character is Shoulao but I'd be very interested in finding out more.
