any ideas on the exact use of this piece and or time period

I don't recall seeing this particular weaving apparatus when I was there, but the colors and carving style remind me of carved decorative lime boxes for betel chewers made by the Isan People of Northeastern Thailand and perhaps their kin across the Mekong in Laos. The standing dragon is definitely in the style of that area. Here's an image of one of the Northeastern Thailand lime boxes in the form of a turtle that I picked up in Ban Chiang, east of Udon Thani, in the early 1990s.
