The mark on your transfer-decorated dish is read from the top right down and across as Qianlong Nian Zhi - Made during the Qianlong Reign. Early third quarter, 20th century. Gotheborg.com shows several examples and supposes they may have been produced in Hong Kong.

This means Qianlong nian zhi, which translates to Qian long year made.
